Abstract

During the outbreak of COVID-19 pandemic as an emergency situation, there has been a widely shared concern for the progress of language learning for students, especially for Arabic. This is attributed to the fact that the classroom language learning has shifted to online learning, which has an impact on all school activities. For this reason, the government is striving to ensure that the learning programs at school be implemented despite the limited conditions and difficulties due to COVID-19 through a series of policies. This research aims to study government policies related to learning implementation during the COVID-19 pandemic. In particular, it also analyzes the implementation of emergency policies at Madrasah Aliyah education unit level and the steps taken in implementing these policies in Arabic learning at MAN (Islamic Senior High Schools) in The Special Region of Yogyakarta. This study used a qualitative approach with a case study of 5 Islamic Senior High Schools in the Special Region of Yogyakarta. The data were collected using in-depth interviews, documentation and observation. Data were analyzed using the Miles and Huberman analysis model or what is commonly called the interactive model. The results of this study explain that first, the government tends to respond to community demands and educational problems by applying some dispensations through school openness and providing internet support in online learning. This shows that the government is in a dilemmatic position to either simultaneously fulfill people's rights to health or education. However, a series of existing policies still indicates that the government's legal policies in the field of education during a pandemic still prioritize public health and safety, while struggling to protect people's rights to proper education. Second, the process of Arabic online learning requires a considerable skill and teacher readiness for learning resources. Considering that this outbreak was unprecedented, there has been a different response model from one MAN to another. Therefore, integration is needed between the three education centers, namely schools, families and communities, to ensure the sustainability of education as a cultural pattern inherent in Indonesian society, even during the Covid-19 pandemic. It is also noteworthy that students actively involved in online learning are facing new cultural patterns during the Covid-19 pandemic. Third, upon the completion of policy implementation, which lead to visible results, it is necessary to conduct a policy monitoring to lead to the possibility of a new policy formation cycle. Empirically, the realization of the policies taken is very much dependent on the full support of the central government.
