Abstract

Corruption is an illegal act aimed at obtaining personal or group gains that can harm the public interest through the abuse of power. Therefore, eradicating corruption is a primary goal in every country in order to build national resilience. The mathematical model of corruption dynamics divides the model population into five compartments, namely SECRH (Susceptible–Exposed–Corrupt–Recovered–Honest). This model has two equilibrium points: the corruption-free equilibrium point and the endemic corruption equilibrium point. Stability analysis is conducted by calculating the basic reproduction number through generalization matrices, linearization, and the Lyapunov method, while optimal control strategy analysis is conducted through Pontryagin's minimum principle using two control strategies, and the incremental cost-effective ratio (ICER) method is used for cost-effective strategy analysis. The analysis results show that the corruption-free equilibrium point and the endemic corruption equilibrium point are asymptotically stable. Additionally, the most optimal control and cost-effective strategy is to implement prevention and punishment measures.
