Abstract
The reconstruction of Al Khoziny Islamic Boarding School funded by the State Budget (APBN) has generated public debate and received extensive media coverage. This study aims to analyze and compare the framing of news coverage by Tempo.co and Republika.co.id regarding the use of the State Budget (APBN) for the renovation of Al Khoziny Islamic Boarding School. This research employs a qualitative approach using Robert N. Entman’s framing analysis model, which consists of four elements: define problems, diagnose causes, make moral judgments, and suggest remedies. The findings reveal that both media outlets construct the same event through different interpretative frameworks. Tempo.co tends to frame the issue within the perspective of public policy accountability, emphasizing governance, transparency, and the responsibility of state authorities. In contrast, Republika.co.id adopts a more descriptive and cautious approach by presenting clarifications from various parties without explicitly highlighting structural policy problems. These differences in framing are influenced by each media outlet’s editorial orientation and value positioning, which consequently produce distinct constructions of social reality and shape public perception differently regarding the use of state funds. The study affirms that the media do not merely represent facts objectively but actively construct meaning through processes of selection, emphasis, and interpretation.
