Abstract
This study examines the determinants shaping culinary street vendors‘ Pedagang Kaki Lima (PKL) intention to adopt halal certification in the Special Region of Yogyakarta by integrating the Theory of Planned Behavior (TPB) and Institutional Theory, with compliance positioned as a mediating variable linking internal and external drivers to halal certification intention. Using a quantitative approach, primary data were collected through a Likert-scale questionnaire administered in November–December 2025 to 300 respondents selected via purposive sampling from culinary PKL, main meals, beverages, snacks, and fresh food products who had not yet obtained halal certification. The data were analyzed using PLS-SEM (SmartPLS) to test both direct and indirect effects among the study variables. The results indicate that attitude and knowledge have significant positive effects on halal certification intention, whereas subjective norms and regulation do not demonstrate significant direct effects. However, compliance shows a significant negative effect on intention and is confirmed to mediate the effects of attitude and knowledge on intention, while it does not mediate the pathways from subjective norms and regulation.
