Abstract

The polemic surrounding the 2025 budget efficiency policy in Indonesia has generated extensive public debate, particularly due to its impact on government institutions and public services. This study aims to analyze how Tempo Magazine frames the issue in its Edition 5352 titled “Boros Pangkal Boncos.” Using a qualitative approach, this research applies Robert N. Entman’s framing analysis model, which consists of four elements: define problems, diagnose causes, make moral judgment, and treatment recommendation, with data collected through documentation of five main reports: “Kantong Tipis Tinggi Ambisi,” “Ironi Berhemat Kabinet Gemuk,” “Kas Tipis, Proyek Terkikis,” “Tambal Sulam Kas Daerah,” and “Jet Tempur di Krisis Anggaran.” The results indicate that Tempo frames the policy as a complex issue driven by fiscal pressure, including rising debt obligations, constrained state revenue, and the need to finance priority programs such as the Makan Bergizi Gratis (MBG) program, while simultaneously portraying the policy as problematic due to its potential to disrupt public services, hinder development, and reflect inconsistency in government decisions. Through selective use of expert sources and critical narratives, Tempo emphasizes socio-economic risks and highlights contradictions in policy implementation. This study concludes that Tempo constructs a critical framing that directs readers to interpret the policy not merely as a fiscal adjustment, but as a politically influenced decision with significant implications for the public, thereby demonstrating the role of media framing in shaping public understanding of policy issues.
