Abstract

The implementation of online learning policies can reduce the rate of increasing victims due to COVID-19, in addition, online learning can also be a new breakthrough in the lecture process by utilizing digital technology in the era of increasingly advanced and growing industry development. Implementation of online learning policy in PGMI and PGSD Study Program located in different university locations, namely at Universities under the Ministry of Islamic Religion and Higher Education under the Ministry of Education and Culture, where these two programs remain productive online in the COVID-19 pandemic are the reason for this thesis background. The purpose of this study is, 1) analyzing online learning policies, 2) analyzing the implementation of online learning, and 3) knowing the online learning innovations carried out at the PGMI UIN Sunan Kalijaga Yogyakarta Study Program and the PGSD Program of Riau University during the COVID-19 pandemic. This research uses qualitative research methods. In the research process researchers are involved themselves in the process of retrieving research data. The subject of this research is vice dean I academic, kaprodi, secretary, lecturer, and students at two universities. Data collection techniques with observations, interviews, and documentation. Validation or validity of data by source triangulation and triangulation techniques. The results of the study showed: 1) the online learning policy at the PGMI UIN Sunan Kalijaga Yogyakarta Study Program and the PGSD Study Program of Riau University refers to the conditions of the COVID-19 pandemic in the region. The basis of the online learning policy for pgmi study program UIN Sunan Kalijaga Yogyakarta refers to Circular Letter No. 3 of 2020, circular letter of the ministry of religion number 697/03/2020, Rector Circular Letter No. 43 of 2020 dated March 2, 2020 at UIN Sunan Kalijaga Yogyakarta. In the PGSD Study Program of Riau University, the basis for the implementation of online learning policy is Circular Letter No. 3 of 2020, Letter of The Rector of Riau University No. 2/UN19/SE/2020 dated March 15, 2020. Socialization of online learning policy at PGMI UIN Sunan Kalijaga Yogyakarta and PGSD Study Program of Riau University is carried out in a structured manner from the top level to the bottom structure starting from the university, then to the faculty, then informed to the study programs to be implemented. 2) The implementation of online learning in PGMI UIN Sunan Kalijaga Yogyakarta and PGSD Program of Riau University is carried out by conducting online learning planning carried out by each lecturer, online learning implementation, Online learning evaluation is carried out at both universities as monitoring the implementation of online learning, learning media used with sikronus and asynchronous, supporting factors and inhibitory factors in online learning. 3) Online learning innovation at PGMI UIN Sunan Kalijaga Yogyakarta and PGSD Universitas Riau has been carried out by several lecturers. By developing online learning media, learning models, and also assigning assignments to students. The hope is that all lecturers are able to make simple learning innovations but give a negative impression in the process of delivering lecture materials on online learning with students.
